Most states have graduated licensing for teen drivers but such programs
should be even more restrictive, according to a study by the University
of Michigan Transportation Research Institute.
"Motor vehicle crashes are the greatest single health threat to teens,"

has occurred in teen crash numbers in the past 10-15 years. Clearly,
current measures aimed at curbing teen drivers' involvement in crashes
are not sufficient."
