NORFOLK -- Three weeks ago, workers and former employees at Ford Motor Co.'s plant learned they might qualify for extra federal benefits, including reimbursement of moving costs and $10,000 worth of retraining. Turns out, most of them can't get the sweetest option - up to two years in additional unemployment insurance. Ford workers say they've been told by the Virginia Employment Commission that they will be shut out of that benefit because of how Ford's severance calculations and the state's employment law are structured.
